Even as NATO misleads again on Ukraine’s membership, informal diplomatic efforts begin to prepare the way for ceasefire and follow on negotiations toward peace in Ukraine. We also look at changes needed to Canada’s domestic legislation banning cluster munitions and consider a powerful argument for arms control, not missile defences, to curb nuclear and conventional missile threats.
